Meeting called to order at 10:12 by Erika Wilson.
Introductions of attendees.
Motion to approve last meeting minutes: Pat made the motion and Scott Powles second.
Training Committee. Sheila Blevins has volunteered to start the training committee. You can contact Sheila off of the website.
Website : ASU Graphic Design may be able to provide an intern to work on the site. Brian Tobin is continuing to work on this project.
Treasurer Report: Michelle Kessler read report provided by Dan McNemee. Report attached. Erika will work with Dan to get the 50/50 split on the training conference proceeds to NENA. Liz Graeber read report provided by NENA Treasurer Barbara Jaeger. NENA looking to sponsor ENP certifications and re-certifications. Some discussions on the scholarships for certifications and re-certifications. ENP testing can be done electronically. The test is computerized and available at several locations. There are 3 of 4 in Tucson and several in the Phoenix area. Next testing process is in September. Most sites are located at flight schools.
Executive Council report by Pat Joy: AFC Coordinator Ron Harris has submitted his resignation. They have not announced anyone to replace him. Tim Ryan’s position as CFO has not been replaced. Membership Cards have been a problem this year due to a change in software. If you have not received a card email membership@apco911.com. The National Conference is in two and one half weeks. There is a Chapter Officer and Trainer Mentoring before the conference. There is a Chapter Officer workshop on Thursday. Scott and Sheila should try to attend. The vendor space is sold out as of June 7th. The most vendors ever. They are trying to expand the floor to open up more space. 1.6 million dollars revenue from the vendors at this point. This year they are doing presentation theatres to talk about new products in the vendor hall. An attendee welcome reception at Powerplant Live at Baltimore’s inner harbor. There are several activities within walking distance. Tuesday night at Camden Yards Baseball park. Kevin Gilmartin is one of the guest speakers at this conference. The leadership class is getting ready to graduate their beta class. The next class is in September. The course is $1,000. There are some scholarships available to help with that course. TERT is continuing with both NENA and APCO. The National Chapters will be meeting in the Bahamas to discuss the initiative. The National Chapters are working well together to bring forward a unified voice.
Interagency Report - Scott Tillman: Yuma turned up their new 800 Mhz system. There is some discussion on how to bring their system in line for interoperability. SIEC spent two ½ days in Flagstaff with a Federal Group out of DHS to talk about interoperability with their state wide emergency operations plan. End of September submission date for a draft of the State operations plan. The grant requests for 1 billion dollars will be driven some what by the submission dates. The FCC has decided to meet on a monthly basis until the state wide plan is finalized and submitted to the Department of Homeland Security. The AIRS system is also looking to expand more statewide. Maricopa County has agreed to participate in the State plan.
Emergency Medical Services: Steve Powles has emailed statutes to the board for review. Standards in training for EMS has been reviewed and in the process of being rewritten. Steve discussed the Legislative movement to direct standards for Medical Response. Would like to recommend that we have someone present at the standards meeting to have input on those standards. Mesa could be a good representative since they dispatch medical services for many districts. Erika Wilson will work with Steve to represent Mesa. We will also put information out to the membership to see if there is anyone else interested in participating.
Update to EMS from Steve Powles - September 7,
2007 I need to update the APCO minutes from the July 20, 2007 meeting held in Payson.
The Bureau of EMS is going to write rules for EMD (this was attempted in the past). Recommendations for EMD were given to the State EMS Council in the past, however, the recommendations never made it to through to become rules/policy. Ultimately, the new Bureau Chief gave a long list of items that needs to be accomplished; one of which is to write rules for EMD.
In preparation, Arizona APCO needs to have input and a plan that has been approved by the members. This recommendation from APCO can then be submitted to the sub-group that the State EMS Council will put together to help write the rules for EMD. APCO and/or agencies that are interested need to attend the meeting(s) to ensure the membership is satisfied with the outcome.
Professional Development: Training and Professional Development are one in the same. We will work to develop a committee to bring forward quality training to the membership. Train the trainer courses are needed as well as Hostage Negotiations and Suicide Intervention. The committee would be a repository for training opportunities. Sheila Blevins for the Southern part of the state, Kevin Kilday for the Mid-state and Trudy Cory for the Northern part of the state.
Commercial Member: Julie Heimkes has resigned her position. Liz may have someone who may be interested in the position.

NENA Jesse Cooper has withdrawn his position. Erika Wilson assume President, Liz Graeber assumes 1st Vice President and Sandra Gilstad assumes 2nd Vice President and Barbara Jaeger continues as Treasurer. Pat Joy made the motion to accept the Slate of Officers as presented. Michelle Kessler 2nd the motion, the motion carried.
APCO - Erika Wilson, Liz Graeber and Tami DeRueter tallied the APCO ballots. The results are as folows:
