Meeting called to order at 1014 by Liz Hunt, AZ APCO President.
Joe Noce made the motion to accept the minutes from the last meeting. Mary
Leonard seconded motion, minutes accepted. No one opposed.
Sheila Blevins gave the following information on 9-1-1 in the State of
Arizona on behalf of Barbara Jaeger:
- Upgrades on Existing 9-1-1 Equipment
- Gila County
– Recently, meetings have moved the addressing efforts
along in Gila County. They are currently in the process of putting together a
funding proposal to complete their rural addressing.
- Maricopa County
– All sites have been upgraded for SS7 and the area
code split. Remote fax capability is in the process of being installed for the
Capital Police. There has been a request to consider Fountain Hills Fire
coming into the system as a remote fax site. Glendale Police Department’s
equipment was replaced on October 27, 2001.
- Pima County
– Tucson Police Department, Tucson Fire/EMS and Tucson
9-1-1’s installation of new 9-1-1 equipment has been completed. Remote fax
capabilities have replaced the remote print for all sites. All sites have been
upgraded for SS7 and the area code split.
- Pinal County
– Equipment replacement is complete at the Pinal County
Sheriff’s Office. There has been discussions regarding upgrading Florence PD
from a remote print site to a primary PSAP.
- Yavapai County
– Addressing continues to move along with Black
Canyon City at 80% and the Paulden area at 75%. Corrections to the initial
simulation for the Highway 69 corridor have been returned to Qwest. They are
also considering putting together a funding proposal to complete the rural
addressing program. The equipment at Prescott Police Department was replaced
on September 19, 2001. The Prescott Valley PD have entered into an IGA with
Prescott PD to do their dispatching for them. The change of dispatch
responsibility is scheduled for mid-December.
– Equipment at Somerton Police Department and Yuma
County SO has been replaced. Upgrades have been completed for the SS7 and the
area code split.
- 9-1-1 Equipment on State Contract
– Work is underway to develop a
new RFP within the next six months, but in the meantime, the current contract
has been extended.
– Recently the remaining wireless providers in
Pima County have begun moving along with completion of their Phase I
implementation. Verizon, Alltel, Qwest Wireless, ATT Wireless, Cricket and
Nextel are all Phase I compliant. Sprint is currently testing and the
remaining vendor, Voicestream is looking to complete in the first quarter. The
State Office is looking at the possibility of deploying Phase I statewide
through an overlay network. The development of an RFP is underway.
- 9-1-1 Awards Presentation
– With the tragedy that occurred on
September 11, 2001, we decided to present the awards at their local city or
town council meetings. It is important that these individuals be recognized
for their efforts. On October 29, 2001, Loretta Hadlock of the Glendale Police
Department was presented the 9-1-1 Telecommunicator of the Year Award.
Commendations were presented to Kristena Dugan, Casa Grande Police Department
on October 15, 2001 and to Grace Neal-Jessen, Marana Police Department on
October 16, 2001. The commendation award to Michelle Tavernaro, Tucson Police
Department will be presented on January 29, 2002.

The agencies that have expired licenses and have not taken action and filed
for a new license, and are still operating, are in violation of FCC rules.
All call signs will be audited. You can go to the web site FCC and see which
agencies are being audited.
From Susan MacFarlane, Western Regional Conference Chair:
We need pictures from all agencies. E-mail them or send them to Susan. The
initial flyer for the Western Regional has gone out. Will be doing the 2nd
mailing at the end of this month.
Our big event is at Corona Ranch, we will be doing bussing from the Civic
Plaza. On Friday, the Corporate International Advisory Committee will be having
a meeting at the Conference. They would like to have some participation from the
local level at this meeting. Last count we are up to 100 vendors. Will be having
static displays, Police on Wed.’s and Fire/EMS on Thursday.
From Joe Noce, Executive Council Representative:
- The Ex. Council will be meeting Feb 23 in Tampa. The financial situation
is getting better, but its not there yet. The main thing they are working on
right now is wireless issues. If you have published the FAA information for
calls from wireless phones from airplanes, please destroy it. It is not
valid. APCO and NENA will publish an updated list ASAP. He will also work on
having a Project 40 meeting at the Western Regional.
- 25-year retirement---some agencies have filled out the paperwork for the
study. CORP tells you how much money it is to buy in, then how much money is
coming from your older retirement system, then how much your agency going to
have to put in.
- Rumor—as soon as we have a new governor, they are going to go back for
the 20-year retirement.
From Scott Tillman, Interagency:
- Current activities: Coconino/Flagstaff will be adding a DL to their
frequencies to alleviate some of the interference.
From Steve Powell, Emergency Medical Services:
- Nothing to report at this time
From Andy Lacy-Commercial Chair:
- Just want to remind all current vendors in Arizona to make sure they have
a booth at the Western Regional.
- The new XTS5000 Digital for both 700 and 800 MHz, handheld radio has
debuted and will be at Motorola’s booth at the Western Regional.
New Business
From Liz Hunt, Arizona APCO President:
- How are we going to handle 911H from cell phones when we go into Phase I?
Some of the cell phones we can go back to the company for the address.
Getting information—will be happy to send documentation –Yvonne Training
Coordinator Pima Co SO can send us operational information and what they are
doing. We will want to put something out for resources when Maricopa County or
if we deploy state wide.
- A golf tournament will be held the day before the Western Regional,March
19th, round of golf is $60…..sign up is on the web.
Next Meeting May 17th in the Phoenix area (location to be
announced) We will have a western states regional meeting at the Western
Regional Conference.
