Meeting Minutes

 

December 14, 2007

 

Mesa, Arizona

 

 

Attendees:  Larry Sayers,  Phil Cook, Bob Dieterle, Tom Crosby, Tom Florman, Mark Openshaw, Harold Pierson, Joe Jakoby, Harold Pierson

 

Members Not Present:    Mike Lindsey, Phil Lense, John Minick

 

Guests: Jon Wilder (NAU Police), David Sanchez (CAP) Stuart Snow (Phoenix Gov), and Mark Schroeder (Phoenix Gov.)

 

Chairman Larry Sayers called the meeting to order at 0903 am.  A quorum was present for voting purposes.  Bob Dieterle motioned that the August 17, 2007 ARRC meeting minutes be approved, Tom Florman second the motion.  The minutes were unanimously approved.

 

Chair Report: Larry Sayers mentioned it is time for nominations. The committee also suggested John Wilder (NAU) and Dave Sanchez (CAP) as possible candidates. Larry asked that if there are other names of people who could participate in the ARRC to email him the names.   Jon Wilder and David Sanchez were nominated to fill positions vacated by Phil Cook (CAP) and Harold Pierson (to be submitted).  A quorum of voting members present approved the nominations of both.

 

Vice Chair Report:  Harold Pierson, advised he was tendering his resignation effective immediately.  There were no volunteers to fill the position at this time and action for this position would be tabled until the next meeting in March

 

Secretary Report:  Tom Florman, No Report.

 

Application Review Committee Report: Joe Jakoby

The position previously held by Harold Pierson on this committee will be filled by Jon Wilder (NAU Police)

 

Sub-committee recommends approval of 2 applications submitted by (CAWCD) Central Arizona Water Conservation District with minor changes for Newman Peak and Helmet Peak

Sub-committee recommends approval of STA’s for ICALL at several locations for (AZDPS) Arizona Department of Public Safety as part of the AIRS buildouts. A quorum of voting members present approved the applications.

 

 

VHF/UHF/800 MHz Frequency Reassignment Committee Report:  Larry Sayers; positions previously held by Harold Pierson and Phil Cook are to be filled by Tom Crosby and David Sanchez respectively.  There was no committee report.

 

Regional/Interregional Interoperability Coordination Committee Report: Mark Openshaw:  Application for licensing from Nevada for a Mesquite, Nevada site was approved by committee and the letter of concurrence sent out by Larry Sayers.

 

800 MHz Rebanding Committee Report:  Bob Dieterle

Position previously held by Harold Pierson on this committee was filled by Tom Crosby

 

Old Business:

Revision of Region (3) plan (changing of plan nomenclature) previous sent in to FCC on 08-14-07, expecting answer late December 2007 or early January 2008.

 

New Business:

Harold Pierson was present and advised that his resignation was being submitted to ARRC. 

Arizona State University (ASU) moving to a new 700 trunked system and shutting down their VHF system.  Should have some turn back VHF frequencies.

 

Mark Schroeder mentions that Bob Grist would like to go to the FCC with back logs in from the regions that have a need for additional 800 frequencies that they can take to the table with Sprint on the change over negations for those regions.  If members are aware of anyone that has been trying to obtain frequencies with difficulty to contact him.

 

Stuart Snow (Phoenix Government) advised that reference frequency give backs that Phoenix has VHF/UHF concurrence available.

Next Meeting:  Marana Conference Center, 11555 W. Civic Center Dr. Bldg. B, Marana, Arizona.  Cross streets Barnett and Sandario.

 

Tom Florman motioned that the meeting adjourn, Bob Dieterle second the motion and the meeting adjourned at 10:20 a.m.
