Meeting Minutes

July 27, 2006

Attendees:  Larry Sayers, John Minick, Phil Cook, Mark Openshaw, Bob Dieterle, Phil Lense, Tom Crosby, Harold Pierson, Tom Florman

 

Members Not Present:  Joe Jakoby, Mike Lindsey

 

 

Guests: Mark Schroeder

 

Chairman Larry Sayers called the meeting to order at 10:10 am.  A quorum was present for voting purposes.  Harold Pierson motioned that the June 9, 2006 ARRC meeting minutes be approved, Tom Florman second the motion.  The minutes were unanimously approved.

 

Chair Report: Larry Sayers asked for any nominations for ARRC officers. No nominations at this time. Voting to take place at the September 2006 ARRC meeting.

 

Vice Chair Report:  Harold Pierson, No Report.

 

Secretary Report:  Phil Cook, No Report.

 

Application Review Committee Report: Joe Jakoby was not present for the report. The subcommittee received an email stating that the DPS applications are on the way.

 

VHF/UHF/800 MHz Frequency Reassignment Committee Report:  Harold Pierson reported the subcommittee reviewed the applications for giveback frequencies. The agencies requesting frequencies include: DPS, Pinal County, Casa Grande, AK Chin fire.

The subcommittee met and determined there are not enough frequencies to satisfy all the applications.

Pinal S.O.- 7 frequencies requested – 6 approved.  The 7th frequency requirement may be satisfied by using the Maricopa County Search and Rescue frequency.

DPS requested two frequencies for ADOT at Thompson Peak and South Mountain. Two frequencies were approved.

Casa Grande P.D. was approved for one frequency pair. A letter of concurrence needed from Pima County for Casa Grande to be approved for another mobile frequency.

AK Chin – only one simplex mobile frequency available. AK Chin will need to get a letter of concurrence from the City of Tucson. This may free up another frequency for them to use.

 

Larry Sayers received a letter from Scott Tillman DPS regarding the giveback of 813.000/ 858.000. (Tucson area)

 

Larry will send a letter to Phil Caruso (City of Phoenix) asking him about the status of the VHF giveback channels.

 

Regional/Interregional Interoperability Coordination Committee Report: Mark Openshaw: No report.

 

800 MHz Rebanding Committee Report:  Start of voluntary negotiations with Nextel on 800 re-banding is July 3rd for wave 4.   All letters pertaining to 800 MHz expansion band frequency proposals have to be submitted by July 3rd.  For additional information refer to elections@800ta.org and www.800ta.org/forms.htm.  

 

Unfinished Business: 

 

Larry Sayers stated that the ARRC would follow the SIEC naming convention of the interoperability channels.

 

New Business: Harold motioned that the ARRC approve the giveback channels as discussed. Tom Florman second the motion and the motion was unanimously approved by the ARRC.

 

Phil Cook discussed some licensed modifications for the Central Arizona Project radio system.  These changes should be coming to the ARRC in 30 – 60 days.

Next Meeting:  The next full APCO meeting will be at Goldwater Lake in Prescott.
