Arizona Regional Review Committee Meeting
Meeting Minutes June 9, 2006 Phoenix, Arizona

Chairman Larry Sayers called the meeting to order at 9:10 am. A quorum was present for voting purposes. Mark Openshaw motioned that the June 2006 ARRC meeting minutes be approved, Tom Florman second the motion. The minutes were unanimously approved.

Vice Chair Report: Harold Pierson, No Report.
Secretary Report: Phil Cook, No Report.
Application Review Committee Report: The committee unanimously approved DPS applications for mobile licenses on the ITAC and ICALL channels.
City of Mesa application for AVL unanimously approved.
VHF/UHF/800 MHz Frequency Reassignment Committee Report: Harold Pierson reported the subcommittee received 16 applications for giveback frequencies. The subcommittee met and assigned possible frequencies to the requesting agencies. The ARRC committee approved the subcommittee recommendations. Mark Schroeder found that some of the frequencies may be a problem and the ARRC committee decided that further study was needed before notifying the requesting agencies. Mark Openshaw motioned to rescind the previously approved frequency assignments. Tom Florman second the motion. The motion unanimously carried to further study the frequency assignments. The agencies requesting frequencies include: DPS, Pinal County, Casa Grande, AK Chin fire.
Regional/Interregional Interoperability Coordination Committee Report: Mark Openshaw reported the subcommittee reviewed Nevada region 27 plan changes and recommended that the ARRC committee approve the Nevada Plan. The committee unanimously approved the plan.
800 MHz Rebanding Committee Report: Start of voluntary negotiations with Nextel on 800 re-banding is July 3rd for wave 4. All letters pertaining to 800 MHz expansion band frequency proposals have to be submitted by July 3rd. For additional information refer to elections@800ta.org and www.800ta.org/forms.htm.
Unfinished Business:
Discussion on the DPS licensing e for ICALL and ITAC mobiles, not necessary, however the general consensus was that there should be an MOU (memorandum of understanding) with a licensed Public Safety agency to operate without having an individual license for entities only using ICALL and ITAC.
New Business: Larry Sayers discussed the national naming plan of the interoperability channels and how the naming designations are confusing. The next time the ARRC plan is changed; changes will include a reference to the naming convention and not to include the naming convention.
Mesa has an application for 800 MHz ITAC 1,2,3,4,5 repeaters on South Mountain. MCSO will control the repeater and be able to shut the repeat function off remotely.

Next Meeting: July 20th at 10:00 a.m. at the Gila River Fire Department. Mark Openshaw will send out directions. The next full APCO meeting will be at Goldwater Lake in Prescott.
Harold Pierson motioned that the meeting adjourn, Tom Florman second the motion. The meeting adjourned at 9:58 a.m.
The ARRC reconvened and was called to order at 11:15 a.m. on 6/9/06 for the purpose of voting on the City of Mesa ITAC 1-5 repeater application. Mark Openshaw motion to approve the City of Mesa application and Tom Florman second the motion. The motion was unanimously approved. The meeting was adjourned at 11:20 a.m.
