Arizona Regional Review Committee Meeting
Meeting Minutes April 18, 2007 Casa Grande, Arizona
Attendees: Larry Sayers, John Minick, Phil Cook, Bob Dieterle, Phil Lense, Tom Crosby, Tom Florman, Joe Jakoby, Mike Lindsey

Chairman Larry Sayers called the meeting to order at 10.05 am. A quorum was present for voting purposes. Tom Florman motioned that the January 24, 2007 ARRC meeting minutes be approved, Phil Lense second the motion. The minutes were unanimously approved.
Chair Report: Larry Sayers, no report
Vice Chair Report: Harold Pierson, No Report.
Secretary Report: Phil Cook, No Report.
Application Review Committee Report: Joe Jakoby reported that the subcommittee received a DPS application that includes 6 sites and 5 frequencies. This application is for the continuing build out of the DPS MDC system. Bob Dieterle read the STA cover letter and explained the coverage needs for southern Arizona. Phil Lense discussed some of the discrepancies that he found in the application. It was decided that the subcommittee would discuss the issues on the application and send those comments back to DPS.
VHF/UHF/800 MHz Frequency Reassignment Committee Report: Larry Sayers discussed the status of the Mesa giveback channels. He asked the status of applications for Coolidge and Florence. Phil Cook will follow up with Harold Pierson and verify letters were sent to the requesting agencies for the first VHF Mesa givebacks. Phil Cook will send an email with giveback status to the ARRC by 4/30/07.
The second set of Mesa givebacks has been posted.
Regional/Interregional Interoperability Coordination Committee Report: Mark Openshaw: No report.
800 MHz Rebanding Committee Report: Bob Dieterle asked if any agency has received their rebanding frequency assignments. No committee member has received any information at this time.
Old Business: Larry Sayers sent a letter to Bill Phillips (City of Phoenix) regarding the Phoenix UHF givebacks. Bill has not replied back with any information. Phil Lense commented that Phoenix Fire will not be operating on the 800 MHz system until 2009. Phoenix Fire is still operating in the VHF/UHF bands and it seems unlikely the givebacks will be available. Phil suggested that Larry contact Marc Schroeder to find out the status of the givebacks.
New Business: Larry Sayers discussed the Arizona Regional Plan and he has received letters of concurrence back from Utah, SoCal, and Colorado. He will send the plan to the FCC after receiving the letter of concurrence from Nevada.
Larry received a letter requesting concurrence from Las Vegas PD for a change near Kingman.
Phil Cook discussed his change in job duties and how he will need to resign from the ARRC. He mentioned he will have a resignation letter to Larry Sayers before the next meeting in July.
Phil Lense discussed cell phone jammers and how they are illegal. He pointed out that the City of Phoenix, Mesa, and Goodyear have these jammers and they may cause a problem for the different agencies. He suggested that the respective committee members talk with their agencies and explain how they are illegal and will cause interference to the different public safety communication systems.

Next Meeting: July 20, 2007 in Payson. The ARRC meeting will be held at 9:00 am. Phil Lense motioned that the meeting adjourn, Tom Florman second the motion. The meeting adjourned at 11:22 a.m.
