Arizona Regional Review Committee Meeting

 

Meeting Minutes

 April 18, 2006

Mesa, Arizona

 

Attendees:  Larry Sayers, Joe Jakoby, Bob Dieterle, Phil Lense, Harold Pierson, Mike Lindsey, Tom Florman

 

Members Not Present:  John Minick, Mark Openshaw, Tom Crosby, Phil Cook

 

Guests: None

 

Chairman Larry Sayers called the meeting to order at 10:10 am.  A quorum was present for voting purposes.  Phil Lense motioned that the March 2006 ARRC meeting minutes be approved, Harold Pierson second the motion.  The minutes were unanimously approved.

 

Chair Report: Larry Sayers advised that the FCC approved the Regional Plan revision.  State of Nevada 800 MHz Committee sent for review Revision One to the Region 27, Nevada 800 MHz Plan.  After some discussion Bob Dieterle motioned that the plan be passed to the Interregional Committee for review and comment to the ARRC board at the next meeting before approval is sent.  Harold Pierson second the motion.  ARRC unanimously approved.

 

Vice Chair Report:  Harold Pierson, No Report.

 

Secretary Report:  Phil Cook, No Report.

 

Application Review Committee Report:   Joe Jakoby reported there were 9  applications pending.

2 applications for ICALL repeaters for DPS at sites on Greens Peak and Pinney Hill. Tom Florman motioned to approve these applications for those sites, second by Harold Pierson,  ARRC unanimously approved. 

6 additional applications from DPS were returned for updates

1 application from Mesa pending some changes to Schedule D was approved upon a motion by Joe Jakoby and second by Harold Pierson.  ARRC unanimously approved.

 

VHF/UHF/800 MHz Frequency Reassignment Committee Report:  Harold Pierson reported the subcommittee received requests for several give back frequencies.

1 request from DPS for 1 pair

1 request from Pinal County for 3 pair

1 request from Casa Grande PD for 4 pair

Still no word from the city of Phoenix when they are going to return their frequencies.   Phil Lense advised he would inquire about that.

 

Regional/Interregional Interoperability Coordination Committee Report:  No Report

 

800 MHz Rebanding Committee Report:  Bob Dieterle advised the start of voluntary negotiations with Nextel on 800 re-banding are July 3rd for wave 4.   All agencies that do not want to move from the 800 MHz expansion band must send the election form proposals by July 3rd.  The default is you will be moved unless the form is sent out!  For additional information refer to elections@800ta.org and www.800ta.org/forms.htm.   April 4th Bob Dieterle attended the Region 3 presentation by Dave Buchanan on 800 MHZ re-banding. Unfinished Business: 

 

  1. Status of the revision of ARRC Plan.  Larry Sayers advised previously FCC accepted/approved the plan
  2.  800 MHz re-banding.  Bob Dieterle previously advised of the Voluntary negotiations start July 3rd with Nextel, and all Public Safety licensee elections pertaining to 800 MHz expansion band frequency proposals also must be submitted by July 3rd, 2006.
  3. License for ICALL and ITAC mobiles, NOT NECESSARY however the general consensus was that there should be an MOU (memorandum of understanding) with a licensed Public Safety agency to operate without

having an individual license for entities only using ICALL and ITAC.

  1. Licensing of associated call sign, consensus of ARRC was; during re-

     banding with Nextel that an entity should have a licensed call sign or an

     MOU with a licensed Public Safety Agency to cover the radio re-banding

     Costs.
